House Bill 68, the SAFE Act and Save Women’s Sports Act, bans sterilizing and experimental transgender procedures on minors and keeps girls’ sports female. It was vetoed in December 2023. It has been in effect since 6 August 2024.
The gap between those two dates is the part worth understanding, because it is the part most coverage skips.
An override needs three fifths of each chamber, not a simple majority. The House overrode 65–28 and the Senate concurred in January 2024. Those are the numbers that made the difference; a handful of members either side and the bill dies with the veto.
A successful override is not the end either. The law was blocked in court before a ruling lifted the block, which is why the effective date sits seven months after the override rather than immediately.
The lesson for anyone following a bill: a veto is a setback, not a verdict and the effective date is the only date that changes anything.
